1. DATE AND VENUE
IV Meeting of Speakers of Eurasian Countries’ Parliaments (hereinafter – the Meeting) “Greater Eurasia: Dialogue. Trust. Partnership” shall be held on September 23-24, 2019, in Nur-Sultan, Kazakhstan.
The venue of the Meeting shall be the Palace of Independence (http://indepalace.kz/en/).

2. MEETING’S RULES OF PROCEDURE
IV Meeting of Speakers of Eurasian Countries’ Parliaments shall consist of the Meeting opening, 3 plenary sessions and the Meeting closure.
Time limit for statements shall be up to 5 minutes.
Heads of delegations shall have one seat at the main table, the rest of the delegation shall be seated in separate sectors of the hall according to the seating arrangement.
3. LANGUAGES AND INTERPRETATION
English shall be the working language of the Meeting. Simultaneous interpretation shall also be provided in the following languages: Arabic, Chinese, French, German, Italian, Japanese, Kazakh, Korean, Russian, Spanish and Turkish.
Booths for simultaneous interpretation shall be provided at the request of participants according to the first come, first served principle. Delegations are kindly requested to ensure the participation of their interpreters.
Delegations are kindly requested to send speeches to the Secretariat by September 10, 2019.
The Meeting participants are kindly requested to fill out the registration forms in advance and send them to the Secretariat through diplomatic channels no later than July 15, 2019.

5. IDENTIFICATION SIGNS, BADGES
All Meeting participants are kindly requested to wear identification signs and badges during the events.
6. SECURITY MEASURES
Introscopes (X-ray machines for inspecting bags, briefcases and other hand luggage) shall be installed at the Palace of Independence to ensure the safety of the Meeting participants.
7. VISA RULES
All foreign participants of the Meeting are required to have valid passports and visas (if necessary) for entry to the Republic of Kazakhstan. We kindly ask all participants to specify in advance the requirements for entry into Kazakhstan, as well as to have their visas issued at foreign diplomatic missions of the Republic of Kazakhstan.

8. ARRIVAL AND DEPARTURE
When arriving at and departing from the airport of Nur-Sultan, all Meeting participants shall be accompanied by assigned persons from the staff of the Office of the Mazhilis of the Parliament of the Republic of Kazakhstan, the Ministry for Foreign Affairs of the Republic of Kazakhstan and volunteers.
To ensure timely arrival/departure of the Meeting participants, we kindly ask delegations to inform the Secretariat in advance (at least 24 hours in advance) by email: email@example.com about any changes in flight details.
The Meeting participants shall be accommodated in the following hotels:

The Kazakh side shall provide accommodation in accredited hotels in Nur-Sultan from September 22 to September 25, 2019, for four days and three nights.
Delegations headed by Speakers of Parliament shall be provided with 1 + 4 hotel rooms. Delegations participating at the Vice-Speaker level shall be provided with 1 + 2 rooms. Delegations participating at the MP level shall be provided with 1 + 1 rooms. Heads or representatives of international and inter-parliamentary organizations shall be provided with 1 room.
All other members of delegations shall stay in the accredited hotels of Nur-Sultan at their own expense.
Speakers and Vice-Speakers shall be offered executive suites, and other delegates shall be offered standard rooms.
Any long stay at a hotel, upgrading the room, shopping from the mini-bar, using the laundry or room service, as well as mobile operator calls or international phone calls shall be covered by the guest himself/herself.
All booked hotel rooms are at the disposal of the Mazhilis of the Parliament of the Republic of Kazakhstan and shall be provided to the Meeting participants as soon as a registration form is submitted.
Those delegates, for whom the host country does not provide the hotel accommodation, are recommended to cooperate with the relevant diplomatic missions accredited in the Republic of Kazakhstan, and to book rooms in reserve hotels through the Secretariat.

An official reception for the Meeting participants on behalf of the leadership of the Mazhilis of the Parliament of the Republic of Kazakhstan shall be held on September 23 according to the following format:
- at the Speaker level (1 + 4);
- at the Vice-Speaker level (1 + 2);
- at the MP level (1 + 1);
- at the level of a head or a representative of an international and inter-parliamentary organization (1).
Moreover, on September 24, there will be a buffet for the Meeting participants in accordance with the above format.
Transfer shall be arranged for the Meeting participants between the airport of Nur-Sultan and a hotel.
The Kazakh side shall provide forum delegates with the following categories of transport:
- For delegations led by Speaker – 1 executive class car, 1 car for the security service and 1 minibus;
- For delegations led by Vice-Speaker – 1 executive class car + 1 minibus;
- For delegations led by a representative of an international organization – 1 premium class car.
Delegations that need additional vehicles are recommended to cooperate with the relevant diplomatic missions accredited in the Republic of Kazakhstan and send information about additional vehicles to the Secretariat (full name of the driver, contact phone number, information about the car, etc.)
Moreover, to ensure access to the venues, on September 24, shuttle buses shall be arranged from places of accommodation (only accredited hotels) to the venue of the event.
12. BILATERAL MEETINGS
For the period of the Meeting, the Palace of Independence, as well as Astana Marriot Hotel, Beijing Palace Soluxe Hotel Astana, Hilton Astana, Rixos President Astana, Radisson Hotel Astana, The Ritz-Carlton Astana, The St. Regis Astana shall provide rooms for bilateral meetings.
Rooms shall be provided by the Secretariat in accordance with the schedule of meetings. In this regard, we kindly ask you to send a request in advance for booking a room.
13. TECHNICAL SUPPORT
24/7 technical support shall be provided at the places of accommodation of delegations, as well as at the venue of the Meeting. The services shall include computers, the Internet, printers, copy machines and scanners.
14. CULTURAL PROGRAMME
For the period of the Meeting, on September 23, delegations will be able to visit the sights of Nur-Sultan in accordance with the cultural programme.
When filling out a registration form for participants, please indicate the cultural sites that you wish to visit.

15. PRAYER ROOMS
The Palace of Independence shall provide prayer rooms (small and large) located on the 1st and 3rd floors.
16. INFORMATION DESKS
Information desks, where the Meeting participants will be able to obtain all the necessary information, shall be located at the Palace of Independence, as well as at the places of accommodation of delegations.
17. MEDICAL SERVICE
Medical personnel shall be present during the stay of delegations at the venue of the Meeting, as well as at the places of accommodation.
The national currency of the Republic of Kazakhstan is Kazakh tenge (KZT). All cash transactions shall be made only in national currency.
The exchange rate of 1 US dollar to Kazakh tenge (KZT) as of June 20, 2019 is about 380.5 tenge (link to the official website of the National Bank of Kazakhstan: https://nationalbank.kz/?switch=english).
All hotels, restaurants, shopping centres extensively use international credit cards Visa and Master Card. Hotels have exchange offices, where the Meeting participants will be able to exchange US dollars and Euros.
19. SMOKING IN PUBLIC PLACES
Smoking is allowed only in designated areas.
All Meeting sessions shall be open to accredited media outlets, except for the session of the drafting group on the final document.
A press centre for accredited media outlets shall be located at the Independence Palace on the second floor.
The press conference with co-organizers (Kazakhstan, Russia, South Korea) and the country hosting the Fifth Forum shall be held after the Meeting closure.
21. LIAISON OFFICERS AND VOLUNTEERS
Liaison officer is an official of the Ministry for Foreign Affairs of the Republic of Kazakhstan assigned to a delegation for the period of the Meeting.
Volunteers shall also be assigned to all delegations, including representatives of international and inter-parliamentary organizations.
